What is the EU’s extended producer
responsibility for packaging?
Packaging is becoming a compliance area alongside other product requirements. It is important to distinguish between two concepts that are often confused: extended producer responsibility (EPR) and the Packaging and Packaging Waste Regulation (PPWR). They are connected, but they are not the same.
EPR
Extended producer responsibility
This concerns the registration, reporting and payment of fees for the packaging a company places on the market. It came into force in Denmark in October 2025 and changed the compliance and reporting requirements for thousands of Danish companies.
PPWR
The Packaging and Packaging Waste Regulation
Sets requirements for the packaging itself, including its design, labelling and documentation. Adopted in December 2024, it entered into force on 11 February 2025 and applies from 12 August 2026. It replaces the previous Packaging Directive and covers all packaging, regardless of material, in both B2C and B2B markets.
Who is covered?
The regulations affect more companies than many people realise. If you import goods, sell products online within the EU or simply send products in standard packaging featuring your own logo, you may be covered.
If you operate an online store and add shipping materials such as cardboard boxes, bags, tape, labels and filling material, you are most likely already covered by extended producer responsibility.
TIMELINE
Important dates to be aware of
February 2025
The PPWR entered into force on 11 February.
October 2025
Extended producer responsibility for packaging came into force for thousands of Danish companies.
August 2026
The PPWR gradually replaces the previous Packaging Directive and generally applies from 12 August 2026.
February 2027
EU Member States must have established national rules on penalties for non-compliance.
2028
Standardised labelling requirements enter into force.
2030 onwards
Reuse targets for transport packaging, e-commerce packaging and beverage packaging are introduced and will gradually increase towards 2040.

The module collects packaging data through your existing transactions. You do not need to build new processes from scratch. Data is collected automatically as orders are picked and packed and is linked to product numbers and supplier numbers.

PACKAGING CATEGORIES
Packaging is automatically
divided into three categories
Packaging is divided into three categories, allowing you to report exactly what you are responsible for – no more and no less.
Sales packaging / primary packaging
The primary unit in which the product is packaged - in other words, the innermost layer.
Example: Package or kilogram.
Multipack / secondary packaging
Cases and pallets. When a full case is used, the packaging is automatically calculated for all items in the case. The same logic applies to pallets, including orders containing multiple pallets.
Example: Cardboard from the case and wood or metal from the pallet.
Transport packaging
The shipping material itself, including filling material and additional packaging when an order is divided into several boxes based on product type.
Example: A pallet or box, plus additional boxes for textiles, food and glass.
SETUP
You decide how detailed the setup should be
Three supporting menus in Apport Manager make configuration simple. You decide the required level of detail, from individual products to complete product groups and product types.
Reused and modified packaging
Reused packaging is marked separately, ensuring that a reused box that has been cut to size is still counted correctly.

Consumption type
Create basic materials such as aluminium, plastic and cardboard. Weight is recorded in kilograms, while CO₂ emissions are recorded in grams. The weight is used for regulatory reporting, and the CO₂ figures can also be used in ESG reporting.

Material group
Combine several consumption types used for the same package, such as a polybag, tape and filling paper for a package of gloves.

Consumables suppliers
Choose whether your company is responsible for reporting a supplier’s packaging or whether the supplier handles the reporting. A checkbox determines how responsibility is assigned.

- Data is collected through sales orders as goods are picked and packed.
- Only the data you actively select is included in the reporting - not everything by default.
- The module is fully integrated into existing transactions and the user interface, with no need for a separate parallel system.
Availability and activation
The module was released with version 25.01. If you are using version 25.01 or later, you can purchase and activate the module immediately.
- Version 25.01 or later: activate the module immediately.
- Earlier version: upgrade to a newer version. The latest version is 26.01.
- Add-on module: contact Apport to arrange activation.

Does this require major changes to our workflows?
No. Apport WMS uses your existing processes, such as picking and sales orders, to collect packaging data automatically in the background.
You do not need to introduce new routines. You configure the module once, after which the data is collected automatically.
How do I get started?
The functionality is available as an add-on module for Apport WMS from version 25.01. If you are already using this version or a later version, the module can be activated immediately.
